This is a web-based strategy game. Very basic your task is to build as large and strong empire as possible.
You expand your amount of akers either by exploring or by attacking (land-grabbing) other countries.
You can chose between different government types, each with its own benefits and catches.
You can buy and sell military, food and oil, research tech or buy it.
Anyway, check this site out for a better explanation of the game. I enjoy it very much.
I recommend joining a clan to get that team feeling up and running. Take your time and really try to learn the tricks of the game.
I don't think you'll regret it.

This is a Swedish community. The best one I know. It's a great place to meet new people. I won't list all the functions and options, check it out yourself. If you're not from Sweden try http://www.lunarstorm.com, I think there is an international version of it. Of course it's free to join.
