Willis plays Tom Hardy a Pittsburg cop who has ratted his cousin intom internal affairs and is on the wrong side of the

 police department because of it. During the course of all this he is also investigating a serial killer called the 3 rivers killer. On the way

 to the yearly police ball with his father, the killer is spotted dumping a body and the usual car chase ensues. Now I have to say this is

 one of the better car chases i've seen on film in a while, anyhow the climax of this chase is that the killer and Willis and his father end

  up in a car accident, Willis survives, his father gets shot by the killer and he gets away to boot. 3 years pass and now Hardy is a

water cop, patrolling the waterways of the city and now bodies are starting to turn up along the shores of the river, Hardy believes the

  killer is dumping the bodies for hime to find. Who is the killer, why does the killer want Hardy to find the bodies? Watch & see.
