On February 4 1993, the Swedish Coastal Artillery Force took delivery of the patrol boat, HMS Tapper, from Djupviks Varv.
The boat is the first of the type 80 patrol boat, in a series of 12 units, ordered in 1990.

Plans had existed earlier to replace the older patrol boats in service with new instead of modernising. The alternatives for FMV were either to construct "in-house" or to buy an existing product. At the same time the yard, Djupviks Varv, was marketing an patrol boat based on a coast guard cutter.
The design, built entirely in aluminium, derives from the KBV 281, which with a broadening of the hull and a new super-
structure became the KBV 288. She then formed the base for Bevakningsbåt 2000 (Patrol Boat 2000), as the design is called by the yard.

Another design based on the KBV 281, with a 2.5m aft extension, is the Swedish Navy V 09 Dalarö. By building on earlier, well-proven, designs the yard has been able to produce modern, effective and persevering boats to a moderate cost.
The type 80 will replace older boats reaching the end of their service life. The earlier type 72 will remain in service a few years longer though, partly as patrol boat, partly as nautical educations boats.

The type 80 is propelled by two MWM-diesels, each driving a five-bladed propeller. For manoeuvring in confined waters, or at low speeds, a bow prop is installed.
The interior fittings of the boat is adapted to a crew of eight and consists of, besides cabins, galley, mess, heads and storage rooms. During construction and building care has been taken to ensure the different demands placed on a sub-chaser.
This, among many things, includes a very low noice-level in the operations central. The type 80 also has the ability to spend an extended time at sea without supplies from shore, including producing its own supply of drinking water.

The patrol boat is equipped with search and navigational radar, the output from which can be displayed at several locations on board, thus fully utilising the technology for different tasks. The core of the under-water reconnaissance is a SONAR 199-unit, which can be supplemented by a ROV to identify under-water echoes.

The on board computer doubles as automatic plotting and navigations computer. Trough a coupling-box, a so-called "Black Box", the computer is able, in any given moment, to proved any operator with the signals of his choice.

Armament consists of four m/83 launchers, which fires the ELMA anti-submarine grenade, mounted fore of the pilothouse. Six depth-charges are mounted aft, three on each quarter. In addition two 0.50 machine-guns can be mounted, one for and one aft, for self-protection. Several different types of mines can be carried on two mine rails aft.
